Cowater International seeks an experienced Public Procurement Advisor to support South Africa’s SEIGG project. The role will strengthen public procurement systems—focusing on ethics, anti-corruption, and climate-sensitive supply chains at national, provincial, and municipal levels.

Job Opportunity

As Procurement Advisor, you will guide implementation of the Public Procurement Act, design capacity-building initiatives, manage risk assessments, and deliver strategic procurement reform support. Your work will influence key entities such as the Office of the Chief Procurement Officer (OCPO) and provincial authorities.

Key Responsibilities

  • Participate in bi-weekly SEIGG team meetings
  • Review PPA implementation and provide advisory support to OCPO
  • Create training materials emphasizing sustainable procurement and conflict-of-interest prevention
  • Advise on improving procurement risk practices in government departments and municipalities
  • Guide public sector officials and suppliers toward transparent and efficient procurement
  • Assist in any additional tasks as directed by the SEIGG Project Director

Qualifications & Experience

  • Professional certifications (e.g., CIPS, CPSM, PMPPC, CIPA)
  • 7–10 years of public procurement experience, preferably in government or consulting environments
  • Proven experience in procurement policy development, contract management, or compliance oversight
  • Expertise in procurement for climate and renewable energy sectors
  • Proficiency in anti-corruption systems, ethics, and transparency frameworks
  • Strong knowledge of international procurement standards and South African legislation
  • Excellent analytical, with stakeholder engagement and communications skills
