Join the British High Commission in Pretoria as Programme Manager for the Digital Access Programme. Play a pivotal role in expanding affordable and inclusive connectivity across underserved communities, advancing digital literacy, and supporting economic inclusion through innovative digital solutions.

Job Opportunity

As the Programme Manager for Pillar 1 (“Models & Enablers”), you’ll shape and deliver digital access models. This includes program and financial oversight, procurement, risk mitigation, stakeholder liaison, and ensuring smooth delivery aligned with FCDO standards.

Key Responsibilities

  • Programme Management (30%) Develop annual implementation plans, maintain delivery timelines, budget forecasts, ToRs, asset registers, and compliance systems.
  • Financial Management (25%) Oversee financial forecasts, validate partner spending reports, manage audits, and align requisitions with milestones.
  • Risk & Issue Oversight (20%) Manage risk strategies, fraud prevention, risk registers, and due diligence.
  • Stakeholder Engagement (15%) Liaise with local and global partners, lead reviews, field visits, and adapt strategies to shifting priorities.
  • Broader Participation Contribute to High Commission committees and corporate activities; potential travel within South Africa and to the UK.

Qualifications & Experience

  • Bachelor’s degree in ICT policy, telecoms, business, development studies, or a related field
  • Proven experience managing large, complex programmes, including financial and procurement oversight
  • Strong coordination, monitoring, risk management, and stakeholder engagement skills
  • Desirable: Experience with digital inclusion, tech-for-good, cybersecurity, economic development, or government partnerships
